A new public health approach to data: why we need data solidarity

In a new BMJ opinion piece, Barbara Prainsack, Professor of Comparative Policy Analysis at University of Vienna, and Ilona Kickbusch, DTH-Lab’s Director explore how a data solidarity approach can help tackle current power imbalances in digital regulations.

The authors explore how data solidarity can address the public value of data and prevent harm. Data solidarity requires two important shifts from the status quo. Firstly, it focuses on the risk of data use over data type. Secondly, it makes use of collective instruments of data control, for example data commons.

The article also introduces a new Data Solidarity Glossary co-authored by Prainsack and Kickbusch which aims to promote a better understanding of data solidarity and how it relates to other areas of digital and data governance.
