Digital harms to young people are a population health problem and digital citizenship education (DCE) is one of the few scalable, school-deliverable, universal prevention and health promotion instruments available to address them.

Building on a previous review of DCE initiatives in Europe [Link], this latest research reviews evidence from 55 studies and frameworks, finding that DCE is necessary but not sufficient to prevent digital harm. Education helps young people avoid risk but more importantly it equips them with the awareness, judgement and skills to navigate online spaces safely, to act thoughtfully and responsibly in their digital interactions and to use digital tools in ways that genuinely benefit their learning, relationships and well-being.

It calls for greater investment for stronger involvement of the health sector in DCE initiatives – as part of a comprehensive public health response to digital harms – alongside effective governance of digital platforms.
