New framework puts young people at the centre of digitally enabled health systems

Today at the 3rd Global Initiative on Digital Health Summit, DTH-Lab launched Digitally enabled health systems that address the needs of young people: A framework for health leaders involved in the development and implementation of national digital health strategies. The framework is the culmination of five years of global and regional consultations with young people to develop a vision for digitally enabled health systems co-created with young people and built for all.

The Lancet and Financial Times Commission on Governing health futures 2030’s report recommended that digital health systems must be co‑designed and governed by young people in order to be responsive to their health needs and prevent health inequalities from widening. However, DTH-Lab’s recent analysis of 87 National Digital Health Strategies showed that 57% of them did not reference young people’s needs and did not mention initiatives addressing young people in their national digital health strategy or policy documents.

Between 2021 and 2025, DTH-Lab convened over 600 young people across 80 countries in workshops and focus group discussions to co-create a framework for digitally enabled health systems that accounts for their needs and concerns. The framework emphasizes that digital transformation should move beyond fragmented pilot projects towards interoperable, sustainable and trusted systems grounded in Health for All values of equity, inclusion, solidarity and human rights. It also highlights the importance of youth-responsive AI governance, including risk-tiered approaches to AI adoption, safeguards for higher-risk applications and mechanisms to ensure transparency,  accountability and trust. Ultimately, the framework positions investment in youth-responsive digitally enabled health systems as both a public health and economic imperative.

The framework sets out a vision for digitally enabled health systems that meet the needs of young people through a hybrid system of digital health and in-person healthcare. It outlines eight levers to guide health leaders in embedding young people’s needs, rights and lived realities in national digital health strategies. The first four levers focus on ‘what’ digitally enabled health systems should include, such as digital health literacy and workforce capacity for digitally enabled care for young people. The remaining four focus on ‘how’ systems should be implemented, including meaningful youth participation in governance and strong privacy, data protection and accountability mechanisms.

Digital transformations in health will only succeed if they respond to the realities of the people who will live with them the longest. This framework brings together the perspectives of more than 600 young people from 80 countries and translates them into practical guidance for policymakers and health leaders. The launch marks the start of the next phase of this work. DTH-Lab will continue supporting countries to strengthen national digital health strategies, sharing tools and evidence, and providing technical support to help embed youth-responsive approaches in digitally enabled health systems.

To support implementation, the framework includes a checklist of guiding questions to help policymakers identify opportunities to improve existing digital health strategies.

My career spans over 25 years, spearheading international research, development, and regeneration initiatives on behalf of multilateral and bilateral agencies, as well as private donors. My previous professional roles include ICS Integrare, MBM, FAO, WHO and the Senior Coordinator of the Lancet and Financial Times Commission.

I am a DTH-Lab Founding Member and member of the Steering Committee; Member of the Advisory Board: “Health literacy of adolescents in Switzerland in an increasingly digital society” by the Swiss National Science Foundation and Member of the OECD Expert Group on AI in Health .
